if I paint with a low-gloss paint, will wet-sanding it make it gloss? I don't want to have any gloss, but I want to sand the runs out of the piece. Thanks!
 
The final grit of sanding medium will determine what, if any, gloss is left after wetsanding. You won't get any further gloss if you don't either polish or clearcoat.
 
If you wet sand the run it will not make it glossy but it will not match the rest of the piece. If you buff it after sanding it will be glossier than it would be if you just painted it.

99% of the time, if I have to sand a flaw in a semi gloss/flat color I sand and re-shoot it. Little dust nibs can be carefully sanded out with out anyone noticing (there is the 1%) but runs are going to stand out.
 
that is correct cars. this is the reason why i love base clear.sand the nib or run and buff her off.
