How about a photo from farther away and are there any wires attached to it?

A blow-off plate. usually attached to the lower plenum of an intake manifold that has a 671 attached to it.
 
That is an old school motion sensor alarm.
It connects to the horn circuit.
That little screw on top adjusts the sensitivity.

Basically just an arm inside that is suspended by a spring, and when the car moves the contacts touch making the horn honk.

They kinda sucked actually.:D
Yup, one of those old alarm sensors that set off the horn if you bumped the vehicle.
 
i had one of those on a 73 buick, dealer installed! it was like an old school bell/fire alarm bell mounted up under the hood on the inner fender. the bump sensor had a key switch on the fender that you turned it on and off with. when it was activated it rang continuously until you keyed it off to reset.

i imagine that this one is a momentary that has a stuttering honk as it bumps along.
