Yea, what Joe said. Seek the thread from IQ52 and the low compression build he did.
Just remember there is more power in head flow than compression. Getting the ratio up a bit is helpful. Just do not get hung up on it.

If it is a mechanically sound engine. I would throw in the suggested 268 duration cam, add an edelbrock intake, headers and go have fun. When it starts to lose power from all the fun you are having, then I would go through and do a complete freshen up. Or maybe then your budget will be a little bigger and you can build what you really want.
