Whats a good offer?

What is a good offer for a 71 duster? Underneath is in great shape but there is a hole in the floor and no spare tire compartment windshield is cracked and the seats are trash needs quarters. /6 3 speed on the floor. He is asking $2000 obo I can't seem to transfer the picture.

Not afraid of the work and I can do the welding. I was thinking $800-$1000 but thought it was way less than he wanted. I didn't know if he was in the ball park or if I was.
