Whats the b/s on a cop wheel

I've been told it was 4¼" on a 15" cop car wheel. That's what I measured on the set I got off several different Dippy Cop Cars.
 
The typical mid-late '70's cop car wheel is a 15 X 7" with a 5-lug 4 1/2" bolt circle.
 
they look a lot like the chevy early rally wheels to me, with an extra slot. so look good with trim ring etc.
