When do you need long wheel studs

Im changing to att rh wheel studs and car should run high 10s low 11s so do I need long wheel studs in front thru the nut. which comes first long studs or a cage.
 
Far as I understand it Pete, you just need an open ended lugnut with a certain amount of threads showing to stay Legal for NHRA. How many threads you need showing, I'm not sure. I was told by a tech inspector, "To Lose" the Chromed ones I have, replace em with open ends n I'd "Be Fine"... With that I'll Say show 3 to 5 threads?
 
rule is the threads should protrude the length of the diameter of the bolt. but at what speed do you need this
 
I don't know about speed, but it used to be the rule if your running w/ slicks.
