the wipers work, so does the horn and the dome light...............but it won't crank over or make any sound and it's a new battery. The + wire going to the starter is tight but the stud itself is easy to move. Should this be the problem? I tested the starter before installing it and it was fine. Where do I start looking for the solution.

Have you tried jumping the two largest terminals on the starter relay? Could be a relay ground our neutral switch issue also.
 
Connections should be tight! For sure, snug it down well.

After that, theres a few areas to test/look at.

IF you run a screw driver between the starters posts, will it start and run? (Key in the run position of course)
 
Take a battery jumper cable and go from the battery straight to the starter post, but be very careful that you don't ground either end of the cable out. If it turns over the starter is good and either the old cables coming from the battery are bad or the starter relay. Make sure the ground from the battery to the engine is good and tight and clean. It takes dick for amperage to run lights and accessories but it takes all the batteries got to run the starter.

Jean Guy the stud should be tight and shouldnt move, must be loose or broken inside hence not getting a good enough connection!
