Windshield washer pump motor

I just got new washer bottle and hoses. My original motor still works but when I tested it with water, it leaked out the little weep hole in addition to the main hose connection where it is supposed to come out.

Does this mean the seals inside are pretty much gone and I need a new motor? I could try to seal that little hole but it is probably there for a reason.
