So I’m just getting my 71 dart on the road again after a long time coming. Last night after I put the wipers back on, I saw that my wipers come on when I start the car and then stop In the up position or half way up the windshield. Sometimes they are responsive to the switch enough to return to lower position and then nothing, or they are not responsive to the switch at all. Am I looking at a bad switch or possibly a bad ground? Just looking for a lead to start chasing. Thank you in advance for the help.

It will take some diagnosing to finger it out. Could be a bad switch.
When ice has the wipers froze to the glass, a cycling circuit breaker overheats and turns them off for a time. Binding in the pivots will do the same. run, stop, run, stop. Simplest test is disconnect the linkage and see what happens.
