Mr. and Mrs Piss were not homeless, I think they were just lazy! The headbanger and traffic cop were dangerously out of their mind and should have been isolated from the general population for every ones sake. We can thank the ACLU for opening the gates of the funny farms and letting the lunatics out.
 
Some could be due to mental issues but hard drug use is rampant everywhere.

And if you think it's only a big city problem you are wrong.....

Just the decay of a civilized society. People used to wear a suit and tie to a ball game, now if you wear a rival teams jersey you could get killed. Women wouldn't wear pants on the subway in the 1950s, now people can have their underwear in view. Kids rule the schools with the progressive hands off policies. Road rage is as violent and dangerous as it has ever been. People have seen beheadings on youtube, killings, and violence on tv and movies but mostly the internet, there is no more fear, shock value. Look at the Oscars, rap, and Gang members have been on stage. There was nothing like that in the 1970s. Things just get worse and worse. Sit back and watch the show, that's what I do..If I could turn back time....
 
Theres no money in jailing them but theres huge money in servicing there needs from homeless shelters , drop in centers and addiction services theres a giant industry of well paid so called professionals feeding from this trough and the more you provide to the homeless community the bigger the community gets , here in Victoria they sued the city for the right to camp outdoors on pu lic property and won so they can camp in any city park from 9pm to 7am , they built a tent city in a park beside the provincial court house right downtown because its provincial land and the 9 to 7 bylaw can't be enforced = they can stay there 24 hours a day .the city bought 2 vacant buildings to provide housing for them , the housing filled up and after some decided the new accomadations weren't good enough they stsyed in the tent city and the ones that did take advantage of the new housing were replaced by more imports so the cycle continues .Yes dumping of mental patients in the eighties created a large part of this problem but being a warm clinate 12 months of the year means they keep coming and the more we provide the more they swarm .
 
We need to pull an Engler , close all the homeless shelters but 1 ,cancel funding to the meal programs and cancel single welfare , they will all move to a city that has all the free ride services they want .
 
Here in Canada it was the Conservatives that saw balanced budgets by closing the mental hospitals and then selling the land to developers for an immediate return as opposed to the long term cost of dumping a massive group of people incapable of looking out for themselves into society. Mega you are correct about the hard drug use but are forgetting that many of those are the same people graduating from managed doses of sedatives and severely mind altering phsycotropic drugs , to self medicating the same drugs until they lose their effectiveness an then self prescribing street drug alternatives in the absence of medical care .We give em a tiny monthly check and hope they will crawl into a corner out of sight .We as a society should instead be separating the truly sick from the **** rats and providing proper medical care while eliminating the support network for those that are able bodied and are living that way by choice .
 
My old home town of Costa Mesa, just down the freeway from my present home is doing just that. They remove every picnic bench from parks that get a homeless population, they locked up the bathrooms, and turned off the water fountains. They no longer zone or permit new shelters except one or two, and have reached out to civic groups that have food drives to discourage this pseudo-support network for the sick (of work) lame (dont feel like walking to work) and lazy (F work...) They are even shutting down weekly rental motels and halfway houses. Its mostly the mayor and a city councilman teaming up who's is driving this and so far, it has cleaned up a few bad parks. They should all be bussed to Santa Monica, they love the homeless, really!
 
Busing hits a nerve dude , the praire provinces love putting there homeless on the Grey Coach to Vancouver and Victoria during the winter months ,assholes !
