    Crank flange bolt patterns are the same. I don't know if the flywheel can be re-balanced for the 400 or not, but if you use a stroker kit in the 400, you'll need a neutral flywheel anyway. It's unlikely that the 413 crank is drilled for a pilot bushing, but there are conversion bushings available.

    If the 413 came from a 62-65 passenger car, then it will work, if it's a pre-62 or from a truck or motor home, pass.

    IMHOP, black would go very nicely with the black stripes on your car, but that's just my taste. This scoop was only offered in black from the factory, but you're not going for an OEM look for the car anyway, are you?
