Moser Engineering sells stock replacement axles with large bolt pattern that work with small drum brakes. better off getting the bigger brakes if you already have some to use. I just went through this with my car.

I mounted mine to the rear for swaybar clearance. they can go either way. doesn't matter. I used aftermarket steel braided flexible brake hoses and haven't had a problem. Both my darts are setup this way.
