Yes, the hood has two holes making the hood scoop a functional scoop.

The fender tag does not show the J54 Sport Hood Scoop option but it does show up on the Broadcast sheet and the Dealers window suggested retail price label.

Since the car is not a high option car, then IMO build the car the way you want it and enjoy it. If you are building it to enjoy, then selling the car is not really in the picture and the value ....then doesn't really matter. Believe me you will enjoy the car much, much more when you build it...
