That is a air grabber hood, the 2 red grills on the top of the hood bumps are open bringing in cold air, It's missing the underhood duck work to make it functional.

It could be worth anywhere from 20k to 100k, a lot depends on condition if it's a cheap repaint with bondo and a auto it might not be worth what he is asking. This is a for sale section, do you have any other details like options and pic?

you have a hot rodded duster, and a poor one at that, a lot of modifications done to it, nothing on it is the way it left the dealer showroom, that said if its numbers matching it still is worth around $4,000 even with the missing fender tag. BTW Chevy had plenty of 327's and 350's putting out...
