actually the ammeter and bulkhead connector is already bypassed. i suspect this is the culprit. i will check the battery out good also.

the left smaller knob if turned all the way to the left it should click meaning off. and the right one for tuning. if the outer knobs move i'm not sure WHICH is tone if it has it. HTH

i have a 75 and its on the firewall upper driver side corner. take a pic of the engine bay and fire wall and maybe we can help. i have seen them towards the center of the firewall too...
