Early timing gears have/had plastic caps/covers on cam gear teeth some of these may be coming off and affecting timing drift. Do you know any history on this motor?

Where has it been stored for the last 30 yrs? Anything can be fixed but very bad cancer takes much more time and $$$$.

Does anything electrical work? Check the main bulkhead connection. Are both battery cable ends in good shape and clean. Check your ground. Check for voltage at starter relay. If Auto check for neutral safety switch connection at starter relay.
