Anyone know if one purchases a car in CT do they use Titles or Registration for sales ownership? ( NJ is PIA for anything DMV related )

I went through this a few times, Just let DMV or a private MV in Philly do it, Get the VIN # before buying it Also, It should be stated on his title, ( At least in NJ it has to be, ) Some times you can google a VIN and something may pop up.

I'm looking at a 70 Swinger, Fella sent a photo of the build sheet, Reads LM23HXXXX, Color on Build sheet says TX9, ( Car is plum purple ) He said its matching numbers, He did send a photo of the year on the side of the block 11-11-69, what would I have to look at to see if it is matching...
