Blow through might be the cheapest way to go. There seems to be a bunch of people on the web using the projection III with boost. So the projection III will work well just costs a lot. Megasquirt is the cheapest most useful fuel injection out there but, Its pretty complicated.

I might be able to wire the wastegate shut and just use an external one. But i feel like you could possibly adapt a vacuum actuator from something else as well.

It would work fine for a turbo application. If you do make one use some thick pipes as it will have a turbo hanging on it that it needs to support.
