the small round areas have no decals. if you disassemble the dash those are lenses that can be cleaned up with a good mild soap and water (dawn)

how small a tach are you wanting to put in there? I would get a 1975+ cluster trim piece versus cutting up yours. It will look cleaner and you will already have a hole.

clean the parts with TSP and water (trisoduim phosphate) get at home depot. wont damage the plastic.

^ what rocky said is spot on. While replacing those wiper pivot seals, lube the joints inside and all of the points on the wiper mechanism... I always thought that old mopars had noisy wipers. Nope. They are just needing lube. you WILL make a mess. Especially with all of the old dust and worn...

Yup... ^^^ if you can borrow someones and draw an outline on construction paper then jigsaw one for yourself out of fiberboard and glue some carpet to it nobody would ever know.

True, however there are some plastics which do not tolerate bleach very well. Most do.
