So the fuel line is coming out of a gas can near the pump,into the fuel pump,then back into a container, not though the fuel lines from the rear tank area,correct?

From the gas can to the pump then to the carb
 
Check all connections at the pump to verify good seals.
I do not mean to be a jerk,but,are you sure the pump lever is under the pump eccentric and did not end up over it.

No it's pulling vacuum all the connections are good I think tomorrow I will pull the carb side off and stick it in a jug and see how it flows
 

i'm in the camp of making sure that the pump arm is under the eccentric. i mean, the possibility exists that you've gotten a few bum pumps in a row but the probability of that is fairly low. the eccentric could be spinning on the cam snout, but i would think that'd be making enough racket to clue you in.

the gas should come in short bursts/spurts, that's how the pump operates.

here's how i'd take a stab at it:
>pull the line to the carb off at the filter, run it to a can and run the car, note how much fuel is pumped

repeat this with the pump supply in a gas can and note the results (same? different?)

>then get it to operating temp and repeat the tests above

this should help eliminate one or more variables
