1966 Dart gauge problem

I just bought my 66 Dart Gt and the gas and temp gauge do not work. I read the service manual, and they suggested the voltage regulator on the circuit board that plugs in is probably bad. I had my brother unplug the regulator off of the board, and it looks brand new. The problem is there is a condenser looking thing on the back of the cluster, with a short wire and a male terminal on it, we don't know where it plugs into. The wire is long enough to reach the plug in voltage reducer, but not sure if thats where is goes. How can you test the voltage reducer out of the car to see if it is good? The shop manual is a little vague. Any help would be greatly appreciated, Thanks guys, Paul
 
Dang, I had my cluster apart a few years ago and I don't remember how it goes. I hope one of our many electrical experts chime in with some help. tmm
 

A good chance the capacitor has something with radio suppression. I would try a new regulator if it were me. tmm
