Are the '67, '68, and '69 Dart quarter panels interchangeable except for the side marker light?

Depends, if you're also using the tail light pocket then no. They're different sized openings depending on the year.

As a repair panel, yes, to a certain extent. There are 2 dr sedans, hardtops, convertibles, and 4drs those years. The outer skin from the wheel well back is the same except for the marker and tail lamp area. Moldings can be different too, as are the upper sail panels between models.
