225/ 6 problem

I just started working on my 71 Scamp. My HOA wants to tow it away because it is not registered. I stoppped working on it 10 years ago after insatlling the head, timing chain, distributor, new wires, water and pump. The 225 / 6 still runs like crap. The motor spits out black smoke anf the air filter gets dirty fast.Not sure what is wrong. I just took off the intake and exhaust manifold and am hoping this was the problem. Anyone have any thoughts?

First thing i would do is register it. Then take ur time with no pressure. Park it way out by the road so ur HOA has to see it everytime they go by.

Usually black smoke means it is running too rich. Most likely cause of that is the carb is overflowing gas because the float doesn't float or the needle seat has crud. What carb do you have? - Holley 1920 or 1945 probably.

Not sure how the soot gets to the air filter. Could be severe blow-by or maybe coming back from the intake. Does it get black on the outside or inside first?
