273 intake vs. Edelbrock 1406 carb

The secondary throttle blades can be opened with a screwdriver pushing them open and get they do not contact the intake or gasket at all, correct?

Is the choke engaged? There is a secondary lock out that is activated when the primary choke plate is tilted/choke on.
The choke operates like a charm and the secondaries aren't hitting anything. I'm gonna pull it apart and see if its jammed up internally

You miss understand.....

Is the choke fully open when your trying to open the secondary side up?
 
Please post pictures of the carburetor. Primarily the linkage from the driver and passenger side where the secondaries are.
 
Do you know which linkages/lever(s) are the secondary lock out?

I have the factory 4bbl intake and it's kinda hard to see, but there are definitely a few places to get hung up including the butterflies underneath(see pics). I've ordered up a heat insulator gasket to help alleviate those issues.
