I'm considering an Edelbrock 1403 (500cfm) for my 66 Barracuda with a 273. I have a "street performer" for the manifold.

There's nothing special about the engine...is this enough, or perhaps too much carb?

I think the original HP carb was around 535 cfm. A 500 would be fine even on a 2 barrel engine.

The 500 cfm 1403 will be perfect for your stock 2 barrel motor. Might consider adding a Isky E4 cam depending on engine condition and more engine down time.

500 cfm Edelbrock works nice. I've run everything up to a 750 cfm TQ and Q-Jet on a 273. Set up right they are all fine.

Best carb I’ve run on 273s is the CarterCompetition Series 9636. This was the performance replacement for the 340/383. Not available anymore however they are out there on the net. I just had one rebuilt for my 383.
