67 Dart fuel tank vent problem

I have a 1967 Dodge Dart. The air vent that comes out of my fuel tank seems to be blocked up, this causes my fuel to drain extremely slowly into my tank.

What would be the best way to go about fixing this?
 
Mudobbers where I live plug holes with mud. The mud is typically about 1" deep.
One way would be to use a flexible 1/8" stranded steel cable wire. Use it as a flexible drill.
Try by hand, not with a drill.
 

I don't see the tank vent as being the cause of this. The vent is clear up near the top of the filler tube nearly before the filler exits the trunk quarter wall. If the vent is plugged, it should be causing engine running problems. I would guess you have something else wrong, maybe some debri or foreign object down in the filler tube.

Do you guys "over there" have the CA style filler nozzle boots? (We don't here)

Can you get a siphon hose down into the tank?

Is it possible your car has been "hacked" and has the wrong filler neck or other mod that puts the end of the filler neck way down into the tank?

I can siphon it fine, I'm going to drop the tank and see if I can find anything obstructing it.
