I cant see why not if you're changing entire assemblies? Header panel is the same.

67 and 68 are interchangeable. 68 headlight door has one additional screw and its park/turn fixtures require a chassis ground wire. The 68 plastic baskets can be whittled into the 67 grille too. Broken baskets and some labor.

My sons 67 has a 68 header with 67 grills in it. I think the 68 head light bezels have one extra screw hole on the fender edge.
