Does one of these eccentric go on each side of the rod that works the upper folding seat? Or is a bend in the rod what is supposed to be? Does anyone know where more of the eccentricsame can be found? Thanks in advance.

Yes, there should be one on each end. You can't buy them new, so put up a wanted ad and comb the swap meets.
