The 19.5 is center of lens to lens.

Bezels are installed and cannot pull one until Thursday or Friday.
 
Don't want you to take anything off.
Measured from the black vinyl the bezel sits on to the edge of the valance I can match that.
It just looks like more than 1.75"

That is correct (1.75) to the edge of the bezel. Sit one on the car and see how far down the bezel goes.

All the holes could be plotted exactly from more defined points ( red lines ). Since I don't know that my 67 is same as 69 in all aspects... I wont proceed.

Will first measure the 3 points in the license plate area on my valance.
Will print the area of the image including the holes.
Scale the image to match the 3 points measurements.
Draw the center line from reverse light to reverse light.
Measure the intersection of the red to yellow.
Transfer measurements to my valance.
Drill/cut holes.
Easy peasy.

Easy for those who know how to digitally scale images. I would be on my knees behind the car with masking tape, sharpie, square, tape measure, etc...
 
Using Red's post 30 and the centers of the plate holes, see if you like where 2-1/4" puts ya' for those 4 screw holes.
