On that style Holley, that's the only large manifold vacuum attachment. So yes, it's correct.
I have seen old carbs that their base plate was plugged up with soot and did not allow enough vac for the motor to breath. Pull the PVC valve out of the valve cover with the hose attached, while motor is running and you should feel a vac at the base of the valve and hear a sucking sound coming from it. If not remove and clean the base plate port. If nothing else, your oil and smoke issues may have plugged the port anyway and you still have to address that issue.
 
No, not this ^^^^. When he removes the hose from the PCV & puts the hose direct into the grommet, the smoking stops. That means the port in the carb is open.

Kinda brings into question the valve itself.

Partly clogged port
Never seen one that pulled the pcv and didn't run like crap
