Adjusting the Secondary Air Door on TQ

I have a newly resto TQ 800cfm and to adjust the secondary air door do you first have to unlock the larger screw to adjust the inner smaller screw to tighten the door? The inner screw moves without unlocking the outer screw.
 
Correct Paul. The outter "Lock ring" is ment to be loosened to adjust the inner screws tention to allow the door to open when needed. If your able to turn the inner screw with the outter screw supousedly tight on the inner screw, then the outer screw isn't tight enuff. The outter screw muct be tight enuff to hold the inner screw tight and stable so it doesn't come loose.

i agree. and when you do get it right slowly loosen that outter screw. that inner one will unwind quick...lol
