Alternator "pivot" bolt failure

Pulleys seem to be fine, the most out run-out I could find was .030 on the lip of the water pump pulley.
I am starting to question the spacers as being the source of my problem (again no ideas if they are original to the engine). I was playing with a 3/16" stud as a stand in for the bolt this morning. With no spacers it is surprising how much the "triangle" bracket will flex. I can imagine an in correct length of spacer allowing the bracket/ bolt to be put into a bind when tightened.
