Any clue what this notch in trunk floor is for? '69 Dart HT

Hey guys! Does anyone know the reason this notch is in the trunk floor at the spare tire hold down bracket/gas tank strap mount? The bracket and drop for gas tank straps is notched/shortened to create the hole.

I thought it might have been a design flaw from AMD, but then research showed that it is same as factory.

My body guy filled it with seam sealer. I thought he burned a hole in the floor welding it in so I dug the sealer out to investigate. Is it supposed to be just filled up with seam sealer?

Just wondering because its only on 1 side.

No, it shouldnt be like that.
There should be seam sealer filling the void.

I'd say it allows for variations on the size of the inserted part.
Seal it up and move on.

The originals had it too. It would have seam sealer squeezed through it.
