anyone run into rust issues where the cowl meets the fender panels

There seems to be a disconnect in where the front fender panel and the cowl meets so it rubs and sticks out right where the door and fender panel meet. Im just wondering if anyone has run into this issue before

its a 1976 plymouth duster

Is it possible you have and early fender. Or a OEM replacement
