I'll bet those weren't cut. There was probably a rodent that decided to sharpen it's teeth on the wires. They seem love plug wires around my place.

First year for turbo 400 was 1964, for the turbo 350 1969, so if it's a three speed, it's a turbo 400 unless it's been swapped out.
