Back-space question

Hey all. Hope you are having a great morning. Polishing the car today and thinking of new wheels. But I can't remember how to measure the back-spacing. Is it from the lip or the tire seat? Thanks.
 
Without the tire on the wheel would be easiest, but, a striaght edge acorss the wheel, not tire and a tape measure to the bottom is it.
 
Thanks guys. Looking at getting new wheels but what I like only has 4"bs. The wheels I have now are cop wheels 15x7 with 4 3/4bs.
 
I have the same issue; I'm replacing the small bolt pattern with the 5X4&1/2 large bolts and need to figure out what size tires and wheels will fit on my '71 Dart GT.
I've been looking at American Racing 15" wheels and T/As but until we have the new disc brakes installed on all four corners I'm reluctant to order anything on the assumption they'll fit.
