Ballast resistor getting real hot?

Any thoughts on why my ballast resistors getting hot?

I "think" they are supposed to.

Resistance = heat. It would get real hot if it wasn't bolted to some part of the car to act as a heat sink.

That's because it's working. Resistance builds heat and is the reason for the porcelain insulation.
