Ill just go ahead and ask what the best approach to reforming the ramp-shape on the lower rear quarter panel, so I don't make it look bad and have to add more body filler again.

The red line is somewhere on the "ramp" shape. And the yellow line is where I need to form the "ramp". Pretty simple. Part of me says that I should not sand in an up and down pattern, but the other part of me tell me that's what I need to do. Because it seems like I could use a top half of the sanding block to kind of chisel out the shape, by using it in the wrong fashion. Does this make sense? And while I caught it in the picture, I might as well ask if that bit of rust (shown in blue box) should be replaced with new metal, or is their a safe and easier way to permanently fix the hole?
