Actually, it is a toll road but that was the tail end of a high-speed chase that began more than an hour earlier in Long Beach and circled throughout Orange County before the end you saw on the video.
The newspaper report said the 47 year-old woman driver was charged with assault with a deadly weapon after driving at and narrowly missing police officers who were responding to a report of a woman screaming. The story also said she waved several times at the helicopters during the chase.
I don't think I'd want to be driving one of those juice-box-on-wheels Scions over 100mph - I didn't even think they'd go that fast!
