Im in the of bolting my 360 back together, but when I went to bolt on the cam holder under the timing chain I only have 3 bolts instead of four, it been a bit since I took the cam out but I think there were only three bolts when I took it a part, is it common to leave one out to oil the timing chain

exactly, you only use three and use the 4th hole as a locater for the oil tab...can you find your oil slinger? as well as your cam washer? summit sells an "engine finishing kit" for like $20 with head dowels, new bolts, slinger, cam washer, and a few other pieces all in one kit if you need one.
