What about the Holley 380 cfm 2 bbl found on 73 360? Dont know how tall but it may fit. It may have a shorter intake that'd bolt on, probably cheap too.
 
My 1965 Newport had an OE Rochester WWC 2 bbl. Sitting on the shelf but not going to measure height since I think the base bolt pattern is different than a small-block BBD (don't want to aggravate OP), plus the air horn for the air cleaner is likely larger OD, which is another question (varied over 2bbl carbs).
 
This. The height difference between the early and later, about 73 and up maybe (?) and the 72 and down pictured is significant.

Here is a 1970 318 2bbl single plane intake manifold.

It measures 4" up from the lowest point below the thermostat area, (the china wall sealing area of the block to the manifold), to the flat carburetor mount base.
