The little snap ring that sits above the bearing will generate a burr at the ring groove. That bearing is sooo weak that a good puller could destroy it, depending on the resistance from the burr. This never was a press fit bearing to shaft. Forces applied at the steering wheel causes movement, generates the burr.
What I always do is pull the shaft up a tad to better expose the ring groove and clean it up with a small smooth file. The bearing with collar should then side right off.
