Confusion over vin and fender tag 73 Dodge Dart

I'm looking at a 73 Dart

Fender tag E44 for 318 , it has the 318
I thought all a bodies with "h" code were 340 cars

the L is for Dart, H is for High trim model, 23 is 2 door hardtop - is it a Dart Custom? No 340s in 2 door hardtop Darts in 73 (not even in Canada!)

Yes, initially I thought it was an "H" code 340 car. Yes, I know , too good to be true
