I have as set of these I restored and put on a 1965 Commando Barracuda that came with 14 inch wheels. Are these a correct option available on this car ?

I have only seen the exposed lug nut wheel covers on a 65-67 Formula S Barracudas. Not sure what was standard though.

I have the Barracuda data book, the only items listed for 1st gen are:
Standard: wheel covers, deluxe
Optional: wheel covers - bolt-on wheel design

Only has a pic of the latter, and mentions they are included with the Formula S special 5.5 wheels and blue streak tires.

No, those are regular Valiant hubcaps. 65

I saw a thread here listing the various years and hubcaps. but can't seem to find it now.
It does list them for a Valiant but doesn't mention Barracuda for 1965.

These are the wheel covers that were on my 65 Formula S Barracuda. I purchased the car off of the original owner. 65

Back in the day, dog dish caps were for economy cars, not premium performance models. They became associated with performance when Plymouth introduced the Road Runner as a "bare bones" performance model and a more affordable alternative to a GTX. Personally, I don't think dog dish caps were ever "standard" on 1st or 2nd generation Barracuda Formula S.
