Ah you can hid it put a bed on it with flowers in it and call it a yard ornament/ Flower garden
Glad we dont have HOA but guys next door hates us

Each state runs their own surplus auctions, I found them by searching "government surplus auction" + whatever state you want to see.

Gotta search around and try to stick to official state websites or those authorized to sell government surplus.
