fresh air door

Ok I have replaced the heater core but the fresh air door is frozen half way open. I have sprayed a nutbuster type product on it to see if can get it to move. It looks like much effort would cause the rivets to pull the door loose from the frame. Any ideas?
I repaired the door on the drivers side as it was broken off of the frame. I have sprayed it also to try to loosen it up. I know they are suppose to be tight, but these wont even move. I hate rust, but thats what you get when you buy a 65 Barracuda from Florida that was last driven 20 years ago.
If these will loosen up what should I treat them with to prevent the problem from coming back. I did solve the water leak for now. It was coming in around the windshield. I hate to replace the gaskets before I do the total paint job.

Yup like green1 said, drill out the rivets and then you can remove the door and put it in a vise. Then you can lube it and work it back and forth until it moves freely. In super stubborn cases you can put heat to it if you must.
