gauge problems

for some odd reason my temp and oil gauges are pegging out at operation. disconnect them and they drop to zero. I'm being told that they are grounding out, but I can't find anything. both sending units are new, and are for gauges, not idiot lights. Help is greatly appreciated.
 
Normally, this is caused by a bad (use whatever name) instrument regulator. On non--Rally clusters, it plugs into the rear of the dash PC board. On Rally cars, it is built into the fuel gauge.
