Has anyone seen this before?

My body man pointed out these holes, ask me to weld them up, thinking they are rust holes. Both wiper locations have the same hole,I was thinking it maybe a drain holes. He said he has never seen that before. Dose anyone have any knowledge of this subject. Here’s some pictures.

Never seen them before but it's possible someone drilled them there to drain rainwater out that pocket.
It would drain into the cowl where rain and wash water goes anyway.

I've seen guys do that on bird bath pickup hoods, but i think it's more to prevent paint issues as opposed to rust. I've never seen a rusted out bird bath hood, OR cowl panel in that area.

It's not a bad idea. I'd leave them.
