Hole in carb gasket on a slant six?

Does anyone know if the carburetor base gasket on a 1974 Duster slant six (Holley 1945 carb) should have a hole or holes that line up with holes on the bottom of the carb? Mine is not idling well and the carb was recently removed and reinstalled. I think he might have put the base gasket back in upside down or backwards. Ideas?
 
Pull the carb look at gasket.

do the hed line up or line up to a valley on the carb?

Does same gasket in same orientation line up with holes in the manifold?
 
The correct carb base gasket for use with the '73 1920 and '74-up 1945 and 6145 carbs is a 3/8" thick insulator item without any vacuum port holes or slots.
