Hole in inner fender in engine bay?

Taking apart my engine bay to paint it in my 69’ Dart.
Found this hole under the passenger side hood hinge.
Is this a typical place for them
To rust? Should I just weld in a patch here?

Yes, a normal place for rust, that is not bad compared to many I have had. Weld a piece in there, but the ideal fix is to take off the fender and fix it right as you will probably have more rust that will keep on rusting...
 
Agreed. Typically a spot to rust. If you open up that seam - chances are you will find more rusty gold. (You have to look at it that way or MoPars will drive you crazy Lol!)
Allways try to go 1” past what you see to cut out all the cancer. If you find more - go 1” more. Get rid of it now while apart.

I think you would be hard pressed to find one not rusted a little there. There is a odd almost L shaped piece of metal there with a hole in it.
I'm pretty sure it was used to align the adjacent body parts. Their locating hole allows moisture to get in between their spot welds.
